Good fit if

  • You want wireframes that turn into final designs (Figma is the pick)
  • You prefer open source and own hosting (Penpot is the pick)
  • You need quick flows on a shared screen (Whimsical is the pick)
  • You work offline (Pencil Project is the pick)

Not ideal if

  • You need paid-tier features, uptime guarantees or support that these free plans leave out

A wireframe only has to show structure, so the best free tool is the one you can learn in an hour and share with a client without a licence conversation. Figma and Penpot are the heavy options: both give you real components, frames and prototyping on a free plan, and both are overkill if you only need boxes and labels. Whimsical and Draw.io are faster for low-fidelity work, because dragging a ready-made form or navigation block takes seconds. Pencil Project is a desktop stencil tool that works offline, and Excalidraw gives you a deliberately rough look that tells reviewers the design is not final, which is useful when you want feedback on layout rather than colour. Lunacy is a free desktop editor if you prefer a Sketch-like workflow. To choose, decide how the wireframe will be reviewed. If reviewers will click through screens, pick Figma or Penpot. If it is a flow on a shared screen, Whimsical or Draw.io is quicker. The main trade-off is fidelity against effort: a polished Figma wireframe invites visual opinions, while a sketchy Excalidraw board keeps the conversation on structure. Check each free limit below, particularly Whimsical's monthly object cap, before you start a project with many screens.
