Verdict:Toggl's free plan is for up to 3 users, and its Starter tier is $9 per user. People who leave usually want more free seats or a tracker they can host themselves. Clockify is the simplest switch. Its free plan covers up to 5 users with reports, and the Basic plan costs $3.99 per seat when billed annually, which is well under Toggl Starter. Kimai is the choice when you want the data on your own server. It is AGPL-3.0, free to run, and the hosting work is yours. Harvest is worth the money only if time tracking must feed invoices, since its one-seat free plan is small and Teams costs $9 per seat billed annually. TimeCamp lists no user limit on its free plan, which matters for a large group that tracks loosely, but its feature list on the free tier was not fully captured. Solidtime is the option for a team that budgets in euros, and its one-user free Solo plan is enough to trial it. The trade-off is that the free tiers differ in what they include, so compare the feature list against your real workflow before committing. Moving time data between tools is also tedious, so export your Toggl history first and test the import on one project before moving the whole team.
