Free machine translation divides into hosted apps with a monthly character cap and tools you can run yourself with no cap at all. DeepL's free version allows 50,000 characters per user a month and one file translation of up to 5 MB, which is plenty for emails and short documents but not a book. Its paid Individual plan is EUR 7.49 a month billed annually and raises the allowance to 300,000 characters. LibreTranslate is AGPL-3.0 and entirely self-hosted, and it can run offline, so you control your data and have no cap beyond your hardware. Argos Translate is an offline Python library under MIT and CC0 that LibreTranslate builds on, with language packs installed locally. The chat assistants ChatGPT, Gemini and Le Chat also translate on their free plans, with the advantage that you can ask for a tone, such as formal or casual. Choose a hosted tool for quality on the common language pairs, and a self-hosted one when the text is confidential or you need volume. The trade-off is language coverage and polish: offline models are good for major pairs and weaker on rarer ones, so test with your own sample.
